Do I need a air pump and air stone with my aquarium?

I have a 29 gal aquarium with a Tetra external filter. I have about a one inch gap from the water level to the top of the aquarium. the filter pours the water back into the tank and it creates bubbles in the aquarium. i know this is a good thing because its producing oxygen and circulating the water. i have 4 glo fish, 4 zebra danios, 1 betta fish and 2 panda corys. Im thinking about filling the water up to the top and buying a air pump and air stone. Does anybody know if this will be a good thing or bad if i do this?
zzblues--i do not have a under gravel filter nor do i have a sponge filter. but i tried this once before, i filled the water level to the top and it didnt make any bubbles so i quickly took the water back out. so according to your answer, im gonna most likely need a air pump

For a regularly stocked tank a power filter does enough to aerate the water even if you have the water filled up to near where the filter pours out the water because air is getting exchanged regardless.

You can tell if your fish are not getting enough oxygen because they won't look very good and will end up at the top trying to breath. If the fish are behaving and eating normally and look good, you don't have any worries.

It does not by any stretch hurt to add an air stone anyway. All it does is ensure you do have plenty of oxygen and water movement to go around. And yes, air stones do a lot for aeration because the bubbles as they move up also move water with it, and when the bubbles break at the surface they cause disruption and promotes gas exchange, which aerates the water.

If you were to attach a sponge filter to that air pump, you would get the extra aeration plus extra filtration that does an amazing job of clearing the water right up.
