i had my dog groomed yesterday. Today I noticed a red circle on his chest. Could the dryer have done this?

Doubtful. Basically very place uses high velocity dryers which dry with room temperature air at a strong speed. It doesn't leave red marks at all. You can place the nozzle up against your skin with nothing happening. W/o seeing it, it is hard to say what it is. Call or go to shop tomorrow & ask them. If needed go to vet & if caused by them, have them pay vet bill but you have to tell them first about injury & vet visit needed.
